The President’s Emergency Plan for AIDS Relief (PEPFAR) Country Coordinator is seeking a highly qualified Strategic Information Officer to manage and coordinate all PEPFAR-related Strategic Information (SI) activities in Cameroon.
Responsibilities:
Oversee and manage all PEPFAR SI activities across collaborating agencies.
Provide technical expertise to interagency SI leads and the PEPFAR country team on program planning, measurement, and evaluation related to HIV/AIDS targets.
Offer technical assistance for SI activities within the Ministry of Health and PEPFAR implementing partners.
Collaborate with the Public Affairs Section to interpret and disseminate PEPFAR achievements internally (PEPFAR headquarters) and externally (stakeholders).
Ensure PEPFAR SI activities align with Government of Cameroon strategies and regulations.
Build internal and external capacity for interpreting and applying SI guidance.
Qualifications:
Experience: Minimum of 5 years working in international public health or development programs, including experience with survey methodology, data collection, analysis, and reporting.
Job Knowledge:Advanced knowledge of the Ministry of Health’s structure and approach.
Knowledge of HIV in Cameroon and public health/HIV/AIDS programs.
Expertise in survey methodology, data collection, analysis, and reporting.
Understanding of Health Management Information Systems (HMIS).
Familiarity with M&E systems, current M&E issues in resource-limited settings, and developing measurable targets.
Knowledge of grantee organizations’ workings.
Education: Bachelor’s degree in Public Health, Program Management, Monitoring & Evaluation, or Communication.
Languages: Fluency (speaking, reading, writing) in English and good working knowledge (speaking, reading, writing) in French (tested).
Skills and Abilities:
Strong quantitative and analytical skills, with the ability to develop disease projections and conduct target setting with measurable outcomes.
Excellent data analysis, organization, and interpretation skills, with the ability to present findings clearly in written and oral formats.
Proficiency in using computers and authorized software programs (MS Office Suite). Familiarity with relevant data analysis software used in Cameroon is a plus.
Proven leadership, management, facilitation, coordination, interpersonal, and teamwork skills.
Sound judgment, tact, diplomacy, and the ability to work effectively under pressure.
Excellent written and verbal communication skills in English, with the ability to communicate technical information clearly to both technical and non-technical audiences.
Project management experience, including coordinating multiple priorities to meet deadlines.
Additional Requirements:
